"The uncovered meat is the problem," he was quoted as saying. "If she was in her room, in her home, in her hijab, no problem would have occurred," he said, referring to the head covering worn by some Muslim women.
"Young Muslim men who now rape women can cite this in court, can quote this man ... their leader,"- Goward
Prime Minister John Howard also condemned the comments as unacceptable.
"They are appalling and reprehensible comments," Howard told reporters. "The idea that women are to blame for rapes is preposterous."
